REGES-Online in 2026: access, deadlines, fines and the move from REVISAL.
· 5 min read
Since 1 January 2026, every hire, change, suspension or termination of an employment contract in Romania goes through REGES-Online, the electronic employee register that replaced REVISAL. For an employer with a few people it is one more obligation; for an accounting firm with dozens of clients, it is a long list of deadlines. Below you will find what REGES-Online is, how to get access, the deadlines for reporting data, the fines you risk and how to move your data from the old REVISAL.
What REGES-Online is
REGES-Online is the General Register of Employees, kept in electronic form and run by the Labour Inspectorate (Inspecția Muncii). Its rules are set by Government Decision no. 295/2025, published in the Official Gazette on 31 March 2025. For each employee, the register keeps the details of the individual employment contract and everything that happens to it: the hire, the changes, the suspensions and the termination.
What changed compared with REVISAL
In REVISAL, the employer filled in the register in an app installed on a computer and sent the file to the inspectorate. In REGES-Online you work directly in the electronic register, over the internet, and since 1 January 2026 this is the only way to report.
- data goes straight into the register, no more files to send;
- employees can see their data and get extracts from the register;
- old data was moved over from REVISAL, but it is worth checking: duplicates or incomplete fields from past years can show up.
How to get access to REGES-Online
- You create an account on the REGES-Online platform, with the ROeID digital identity or a qualified digital certificate.
- You request access to the company register, as the employer's legal representative or as an authorised person.
- Access is approved, and from there you report the employees' data.
The employer can work in the register on its own or give access to an accountant or a service company, based on the contract or a power of attorney. The access guides and the frequently asked questions are on the Labour Inspectorate's REGES-Online website.
Reporting deadlines in REGES-Online
- A new contract: no later than the day before work starts.
- Ending a contract: no later than the termination date or, where relevant, the date the employer learned of the event that ended it.
- Suspension for sick leave: within 3 working days of the medical certificate being registered.
- Other changes (salary, job, duration, working time) have their own deadlines, set in Government Decision no. 295/2025.
Records are reported in the order they happened: the hire, then the changes, the suspensions and the termination.
What fines you risk
- An employer not enrolled in the register on time can be fined between 15,000 and 20,000 lei, under Government Decision no. 295/2025.
- Work without an employment contract is fined, from 2026, 40,000 lei for each person, with a total cap of 1,000,000 lei, after the Labour Code was amended by Law no. 239/2025.
The simplest way to avoid fines is not to leave deadlines to the last day: a new contract is reported before the person starts work, not after.
How to move your data from REVISAL
Old REVISAL files are still useful, especially when you take on a new company. Before you rely on them, check:
- the personal numbers (CNP), with the check digit;
- the COR codes of the jobs;
- missing data and duplicates of employees or contracts;
- old diacritics (ş and ţ with a cedilla), which have to become ș and ț.
HR record-keeping software runs these checks on its own during the import, instead of you looking for them line by line.
How HR software helps

With many companies or many employees, REGES-Online deadlines can no longer be kept in your head. HR software with REGES-Online sends contracts straight to the register and shows you the status of each report: accepted, with a receipt, or rejected, with the reason.
RDN HR, our software, was built for accounting firms, HR outsourcing companies and HR departments:
- all companies in one program, each with its own REGES-Online access key;
- import from REVISAL, from the .rvs backup or the XML file, with checks on personal numbers and COR codes;
- automatic reminders for new contracts, occupational medicine, health and safety training, probation periods and expiring contracts, on WhatsApp Business or by e-mail;
- your data stays with you, on your company's server, with an encrypted backup every night.
Frequently asked questions about REGES-Online
Can I still use REVISAL in 2026?
No. Since 1 January 2026, employment contracts are reported only through REGES-Online. Old REVISAL files are only useful as an archive and for imports.
Who can report data in REGES-Online?
The employer's legal representative or a person they authorise, for example the accountant or an HR services company, once their access to the company register is approved.
Do I have to enrol if my company has no employees?
According to the Labour Inspectorate, a company that never had employees in REVISAL and has none now does not have to create its register in advance. You create it before your first hire.
Can employees see their data in the register?
Yes. Once enrolled in REGES-Online, employees can see their data and get extracts. On request, the employer issues them documents with the register data.
What do I do if a report is rejected?
You read the reason for the rejection, correct the data and send it again before the deadline passes. HR software shows you rejected reports right away, so you don't find them during an inspection.
In short
REGES-Online calls for discipline with deadlines: a new contract before the first working day, a termination by its date and a sick-leave suspension within 3 working days. If you keep records for several companies, write to us and we will show you how RDN HR works on a test client's data.
